How WhatsApp billing works — in 60 seconds

There are only two situations you really need to understand.

1. The customer writes first

CustomerHi! Do you have this in stock?
24-hour window OPEN
Your businessYes! We have it available.

When a customer messages you, a 24-hour customer service window opens. During this window you can have a normal WhatsApp conversation.

↻ Every new message from the customer restarts the 24 hours.

Cost: replies are free up to 1,000 a month per number, then charged at a low rate.

2. More than 24 hours have passed

24-hour window CLOSED
More than 24 hours since the customer’s last message.
Your businessTemplateYour order is ready for pickup.

Now you can’t send a regular message. To write first, your business must use a Meta-approved message template — and each template is charged.

  • 1 WhatsApp number
  • 500 customer conversations a month (≈ 1,500 replies)
  • 200 order notifications

Utility and authentication rates drop in steps once you send enough messages to one market in a month — up to 25% off the list rate. The lower rate applies only to messages inside each step, counts are summed across your whole business portfolio and reset every month. Both calculators apply the tiers from Meta’s rate card automatically.

How Meta counts the price

Since July 1, 2025 Meta charges per delivered message, not per 24-hour conversation. Messages customers send to you are free.

The price depends on the message category and the country code of the customer’s phone number. Meta groups countries into 47 pricing markets: 39 countries with their own rates and 8 regions such as “Rest of Latin America”; countries not listed fall into “Other”.

Questions

Do I pay when a customer messages me?
No. Meta never charges for messages customers send to you. You pay only for messages your business sends.
What exactly is the 24-hour window?
It is the 24 hours after the customer’s most recent message. During it you can reply with normal messages; the first 1,000 replies a month per number are free.
What happens after 24 hours?
The window closes. You can no longer send a normal message — to write to the customer you must send a Meta-approved template, and templates are charged.
Does the 24-hour window restart when the customer replies?
Yes. Every new message from the customer opens a fresh 24-hour window.
What is a WhatsApp template?
A message format you submit to Meta for approval in advance, such as an order update or an offer. Templates are the only way to start a conversation or write after 24 hours.
What’s the difference between Marketing and Utility?
Marketing tries to sell (discounts, new products, reminders about a cart). Utility informs about something the customer already did (order, payment, appointment). In most countries marketing costs several times more.
Can I send a normal message after the 24-hour window closes?
No. Outside the window only templates can be sent. Once the customer replies, a new window opens and normal messages work again.
Does Meta charge for every WhatsApp message?
No. Incoming messages are free, the first 1,000 replies a month per number are free, and everything sent in the 7-day free window after a Click-to-WhatsApp ad is free. Templates and replies beyond the free tier are charged.
Does this calculator include AnyLinga?
The main number is Meta’s messaging cost only. The AnyLinga subscription is shown separately, because you pay Meta and AnyLinga separately — AnyLinga doesn’t add anything to Meta’s charges.
Does this calculator include my CRM or WhatsApp provider costs?
No. It shows what Meta charges for messages. CRM plans and other providers bill their own subscriptions on top.
Why does the customer’s country affect the price?
Meta sets rates by the country code of the recipient’s phone number. A marketing message to Germany costs more than one to India, whatever country your business is in.
